DESC=npm is the package manager for the Node JavaScript platform. It might be used to put modules in place so that node can find them, and manages dependency conflicts intelligently.  Most commonly, it is used to publish, discover, install its own copy of modules, and develop node programs using special registries. Since it does not know anything about the Operating System/Distribution's package manager, it should not be used to install/manage node modules system wide, because otherwise one may hurt the system's integrity.
