On upgrade stop the grafana service, install the package, adjust /etc/default/grafana (NOTE: since 10.x CONF_FILE is the only supported variable), and the related ini of your instance (e.g. /data/grafana/grafana.ini (see /usr/share/grafana/conf/sample.ini fr details). Finally run a 'grafana cli --config ... plugins update-all' and restart the service
